Richmond Comprehensive Plan - Final Draft
The City of Richmond is updating its Comprehensive Plan since the last plan in 2006. Comprehensive Plans guide long-term community growth, land use, and development. Cities are encouraged to revisit these plans every 10 years, and Richmond’s update reflects nearly two decades of change and new community priorities.
Planning efforts began in 2023 with HKGi leading the project to update the plan incorporating feedback from community surveys, public events like Music in the Park, and stakeholder meetings. Key updates include demographics, land use, and future growth strategies.
The Richmond Planning Commission is scheduled to review the plan and receive comments from the public for the updated Richmond Comprehensive Plan. Their recommendation will be reviewed by the Council which will take action the same day at 6:30pm after the Planning Commission meeting. Public Hearing Details:

Thursday, November 20, 2025 at 5:30 PM in Richmond City Hall Council Chambers, 45 Hall Ave SW, Richmond, MN 56368
Review and comment on the plan online or in person at City Hall. Written or emailed comments submitted by noon on November 13th will be included in the meeting packet. Later comments will be shared with the Planning Commission at the hearing. Your input matters help shape Richmond’s future!
