The Mt. Airy Station Area Plan has been updated based on all of the comments received from Ramsey County, City of Saint Paul, and CAAPB. Please review and provide any additional comments to finalize the plan. Thank you for your time - your input is extremely valuable in this planning process!

Agreed - especially since the main picture is the Capitol Hts/Winter intersection with that super prominent red brick building. I know it's tricky, with this station straddling two major communities. I think Mt. Airy / Capitol Heights makes the most sense :)

"...through the 2040 Comprehensive Plan and the Rules for Zoning and Design in the Minnesota State Capitol Area (found at link). In 2021, the CAAPB adopted the Capitol Mall Design Framework as part of the 2040 Comp Plan, both of which call for a Capitol Area and Capitol Mall that is more comfortable, walkable and welcoming. Again just putting again on record a request to consider change to "Mt. Airy St / Winter St." or "Mt Airy / Capitol Heights" Station Area Plan - thanks. The ommission of the neighborhood to the west creates a barrier to ownership with that part of the community - thanks.

How about exploration of public policies that may be effective in preventing or counteracting displacement, such as right to return, tenant right to purchase, rondo neighborhood legacy resident program (probably not the name).

Resiliency is more than just green infrastrucure- what about changing consumer and commuter patterns, economic downturns, etc? If the theme of resiliency is just focused on environmental risks, I would add the word environmental before the word risks.

We would tend to want the "introduction" and "how to use this plan" be separate from the individual station area sections so it could apply to all station areas, but it seems like you want each station area plan to be able to stand alone completely? Would the "introduction" and "how to use this plan" sections be exactly the same for all the saint paul stations?

As the local perferred alternative has been selected, future land use planning for the Mt. Airy Station Area planning needs to be consistent with regional land use and transportaion policy. Specifically, in the draft Imagine 2050 [scheduled for adoption February 2025], transit area planning for urban communities like St. Paul are requied to have higher than citywide residential densities to take advantage of the regional transit investment. Mt. Airy is guided as "Urban Neighborhood" in the adopted St. Paul 2040 Comprehensive Plan. The City has also identified this part of the City as a "Neighborhood Node." The City is required to update their Comp Plan by December 2028 and State Statute will require station area planning to be consistent with regional transit and land use policy.
