Purple Line Goals, Themes and Actions Staff Review

Please review the draft materials

The second set of Station Area Working Group meetings were held for the Purple Line in February and March of 2024. The focus of these meetings were to review the draft goals, introduce equitable TOD themes, and discuss the draft actions for the station areas. The materials included in this site reflect the goals, themes and actions that were presented and discussed with the station area working groups.

Please note that for simplicity at these meetings, previously planned pedestrian and bicycle improvements (from the 2019 Saint Paul Pedestrian Plan and the 2023 Draft Saint Paul Bicycle Plan) were combined with additionally-proposed station area improvements. The draft action diagrams included here for your review show the previously planned improvements separated out from the station area proposed improvements for ease of technical review regarding potential new connections. 

Your comments and questions on the proposed goals, themes, and action is being sought. To review the materials and leave your feedback:

  • You can move between the main handout and the station area plans by using the drop down box next to the page numbers at the top or by the arrows under the page. 
  • You can zoom in and out with the + and - buttons on the right hand side of the display. 
  • Click anywhere on the document to leave a comment. You can also see what others have said about the draft materials. 
  • The download button at the top of the display next to the page numbers will save a PDF file to your personal device.

I see now that it's the name of the Goal and is used throughout the document. Consider capitalizing as Neighborhoods for Living and define in the first sentence of this paragraph.

"building wealth" under housing and "wealth-building" under business seems confusing/repetitive -- presumably the former refers to homeownership opportunities and the latter entrepreneurship/business ownership? Is there another way to phrase one or the other?

If these images will end up in the document, I would suggest a replacement for residential infill. With the narrow side setbacks, this doesn't look like it would be in Saint Paul. I can help find images too.

please use "separated bikeways" instead of "cycle tracks". "Bike lanes" are appropriate and fine to use.

There are some high quality images of these kinds of bikeways in the new Bike Plan. I'd be happy to share the original files with you to include some local examples.

Is this meant to be a protected intersection? If not, maybe a protected intersection is a better example to use here than dedicated bicycle crosswalks, which really haven't been in our toolbox. Open to a discussion if you were thinking differently.

Replace this with RRFB image if something like this is desired. In pavement lighting is not desirable, and neither City nor County uses this style of ped warning sign.

Throughout these documents, I suggest using the term "bikeways" as a catch all where appropriate.
