Stillwater Parks Master Plan - Parks and Recreation Commission Subcomittee Review

Recommendations Chapter Review

The City of Stillwater is developing a park system plan that will help to guide investments in the City's park system for the next 10 to 20 years. Based on park system analysis, staff and stakeholder meetings, and community engagement, the consulting team has assembled a number of recommendations for each park, open space, and natural area for review.  The following document is a second draft with edits made that addressed staff concerns from earlier this month. Please review the draft plan and provide comments on this webpage so that others can see notes and leave their feedback as well. You can also download the PDF documents to view. At the end of the review period, the consulting team will work with staff to address any final edits before the chapter goes out to the public for a feedback period in late February/early March.

Confirmed fence
Suggestion
If the curling center does not materialize, this site has capacity for facility expansion and market suitability for a community center, indoor playground, or additional ice sheet should be studied.
Suggestion
alt location for a splash pad (explore...potential)
Suggestion
"potential for" and "explore this location for a splash pad"
in reply to Sarah's comment
Suggestion
$600k+ investment on a new roof expected this year. Potential facade investments as well.
Suggestion
South of bridge, with improved path to river with simple rest area would be amazing and be a unique experience. . .
Suggestion
Boardwalk
Question
Could we do a boardwalk across long lake to connect west side and east side? Across is Long Lake Natural Area
Suggestion
The side slope could use improvements. Also wonder about upper terrace use/accessibility.
Suggestion
Medium 6 table shelter with 3 season restrooms? I'm not sure a Large Shelter is a good spot for this park due to the use in summer. It's consistently filled. Medium shelter with restrooms wouldn't add too much requirements for parking.

Question
Also, I do see the horseshoe court use by a club and individuals at times. To my knowledge I'm not sure of any other horseshoe areas in the system.
Question
More of a functionality improvement. Are there any new flooding structures that could be built to reduce staff time for flooding operations?
Question
Signage for the Park as a recommendation? Is there access improvement to bandshell needed?
Suggestion
May want to define Large shelter. I envision a Medium shelter (6 picnic tables underneath with 3 season restrooms) as great for this size park.
Suggestion
Move #4 to #1?
Suggestion
I like the idea of converting ballfield to just a play area with younger trees for the future planted.
Question
Is repaving of path accounted for with costs?
Suggestion
I'm not sure this is the right park for native plantings due to the surrounding neighborhood aesthetic. I've seen quite a bit of that area being used as well. Definitely needs Shade trees near playground and the road.
Suggestion
I'm not sure if this is the right park for orchard style trees. Is there some ornamental trees that could provide unique blooms?
Question
Love this idea, the field is very underutilized. Is the photo on SW from the park? I thought there was no fence (but I could be wrong).
Question
When will the basketball court need to be replaced? More accessible/adjustable hoops would help.
Suggestion
Hill used to accommodate winter sledding as well. Not sure if it does anymore with the basketball court. I like the Mini orchard idea. At minimum the slope to the SE of the basketball court could use more trees
Suggestion
Improve Ballfield could be an option as well (Including grading, fencing).

Urban agriculture may be difficult with afternoon shading on the west side (would need to be closer to T).
Suggestion
According to neighbors who live adjacent to the park: There were supposed to be more trees along the path near the field/playground. Perhaps more could be planted for shade in summer?
Better connections to parks with paved/hard surfaces from the nearby neighborhoods (More clear v questioning the line on if its a neighbors turf or if its a park.
Locations for 3 season bathroom coverage. Northland Park, Browns Creek Park
Suggestion
Perhaps this park would be a appropriate location for more pickleball courts given the noisy adjacent road
Suggestion
Ask staff what timeline is for updating/repairs to this building. Add meeting space, indoor playground, community room, basketball? Would go partway towards a community center. Explore options as part of future renovation study.
Suggestion
Potential to add community center funding strategy to implementation chapter.
Suggestion
Potential to add community center funding strategy to implementation chapter.
Suggestion
This is a good candidate for a restroom building.
Suggestion
golf (spelling)
Suggestion
note that this is park wide
Suggestion
Note drainage improvements in the recommendations- at base of hill and ballfields
clarify that the course would be around the park
Suggestion
Considerations for pickleball expansion and addressing existing noise: recommend noise mitigating fabric / consider paddles that are less noisy- work with Pickleball group
Suggestion
second the restroom here. Also consider where expanded parking could happen.
Suggestion
Consider restroom building to assist with events here. vandalism may be a concern?
Suggestion
If events are proposed, having a restroom building would be nice
Suggestion
Yes to Restroom Building with water!
Suggestion
See if we can get an up to date aerial without the skate park
Suggestion
See if staff can provide info/imagery of the skatepark to add to this as well.
Suggestion
See if staff can provide info/imagery of the skatepark to add to this as well.
This playground was replaced 3-4 years ago. Box callout says its at end of life
Can a nature area be added here with connection to lake? Also, area to south is used as a path loop around wetland pond
Suggestion
Paved path through Park to make it more accessible
Suggestion
Can we reference Friends of Lily Lake's visioning project they did? I liked the improvement to the Ice Arena to make it more multi-use functional v solely Hockey
Suggestion
Consider adding a recommendation related to legibility and understanding of the park system- better advertising. Empower people to explore and get them feeling comfortable
Suggestion
Paved path on east side of Long Lake that connects the neighborhoods
Suggestion
It may be more helpful to have conversation on additional pickle ball courts here. Especially with neighbors/noise issues that are being experienced in other communities. I live a 1/2 mile away and can hear the current courts at times.
