Winona Comprehensive Plan

Please review the draft of the Comprehensive Plan

The City of Winona is pleased to share a draft of the Comprehensive Plan for community review and comment. The draft captures extensive community conversations extending from 2021 to 2023 with more than 2,900 participants and 7,200 comments. The draft was also shaped by the work of the 12-member volunteer Steering Committee, volunteers on 12 subcommittees who focused on specific topic areas, the Planning Commission, and the City Council. 

To review the document and leave your feedback:

  • The summary page describes what each chapter is about and allows you to navigate directly to the start of that chapter. 

  • You can move between the chapters using the drop down box next to the page numbers at the top of the document, by the arrows under the document, or by returning to the summary page.

  • Use the scroll bar on the right-hand side of the display, or the arrow buttons at the top of the document, to browse page-by-page.

  • You can zoom in and out with the + and - buttons on the right hand side of the display by the scroll bar. 

  • Click anywhere on the document to leave a comment. You can also see what others have said about the plan.

  • The download button at the top of the display next to the page numbers will save a PDF file to your personal device.

The Community Engagement chapter covers the stages of engagement that were undertaken by Engage Winona to ensure everyone had access and a voice in the development of the comprehensive plan.

Do you think that these parks will actually be used if they are built and not just kind of sit there and get beat up by the weather?

I think it is always a good plan to have more parks in towns because it encourages outdoor activates. I just really hope this actually happens!
